billions in tax revenues owed but not collected, known as the "tax gap",
each year. While the vast majority of taxpayers voluntarily file their tax returns, some are not voluntarily compliant.
Our goal, which is embraced in the Department's 2007-2008 strategic
plan, is to aggressively address the "tax gap" through a variety of
steps including increased and coordinated criminal and civil enforcement
initiatives. These efforts are important elements in providing a
fair tax system for all taxpayers. |

New special investigations units combat tax abuse and evasion |
| | Recently, we more than
quintupled our fraud fighting forces by deploying specially trained
multi-disciplinary investigations units statewide. These teams are using all the enforcement tools at their
disposal, some rarely used in the past, to stop those engaged in tax evasion and fraud at the expense
of other taxpayers and their communities. In the first six months
of fiscal year '08 - '09, these units have already opened more cases
than last fiscal year and nearly twice as many as in fiscal year '06 -
'07. |

guidelines for criminal investigations and prosecutions of tax fraud
cases |
| | The
determination to seek criminal sanctions is one of the most important
and difficult decisions that Department personnel are called upon to
make. To help in that evaluative process, the Criminal Division
has adopted guidelines setting out the factors to be considered for
criminal investigation. |
